NOCCI’S Pilot “Off – Grid” Internet Connectivity Project

The Negros Oriental Chamber of Commerce & Industry (NOCCI) has been undergoing Public Private Partnership Off-grid Internet Project with the government to pilot the Free Wi-Fi Project under Republic Act 10929, otherwise known as the Free Public Wi-Fi Law of 2017.

The project is part of the Chamber’s Corporate Social Responsibility as it continues to support the government in efforts to find additional key players to break the duopoly of Smart and Globe so that Internet connectivity in the country would be at par with its ASEAN neighbors.

While waiting for the passage of the Free Public WiFi Law, DepED Sec. Leonor Briones, DepED Usec. Alain Pascua, together with NOCCI Officers met with Top Officials of GLOBE & PLDT to convince both Telcos to install a wireless Broadband Infrastructure network in all the “Off – Grid” remote mountain barangays and isolated islands of the country pursuant to NOCCI – DEPED – DICT’s common Advocacy (Digital Education for All). SADLY, BOTH TELCOS REFUSED ! !

Due to the refusal of GLOBE and PLDT to install the long overdue wireless broadband infrastructure network in all the “off-grid” areas of the country, NOCCI asked the help of USAID Officials led by US Congressman Rob Bonta and USAID – STRIDE International Country Manager Richard Abendan under NOCCI’s Sister City Cooperation Project Agreement between Alameda City, USA and Dumaguete City.

NOCCI in partnership with USAID – STRIDE conducted a whole – day Science & Technology Workshop

USAID Officials approved the request of NOCCI. NOCCI in partnership with USAID – STRIDE conducted a whole – day Science & Technology Workshop to find cost-effective solutions to the problem of zero internet access in many public schools located in the remotest mountain barangays and isolated islands.

NOCCI-USAID STRIDE Workshop Output:

-Immediate passage of Senate Bill 1277 or House Bill 5525 ( Free Public WiFi Law)

-NOCCI to look for the most cost-effective wireless solution to the country’s “last-mile” internet connectivity problem

-NOCCI to secure NTC approval and enter into MOA with DepED, DICT, Academe, & LGUs

Based on the output of the USAID – STRIDE Workshop, NOCCI Officers went to Taipei, Taiwan to look for the most cost – effective wireless broadband solution to the “Last – Mile” Internet Connectivity problem

Aside from winning the 2016 Most Outstanding Chamber of Commerce in Asia – Pacific in Taipei, Taiwan, NOCCI consulted 4ipNet Taiwanese IT Experts who recommended installing UBIQUITI Wireless Broadband Equipments as the most cost – effective wireless broadband solution to the “Last – Mile” Internet Connectivity problem in the Philippines.

After several follow ups and effective lobbying by NOCCI, President Rodrigo Roa Duterte finally signed RA 10929, otherwise known as the Free Public WiFi Law of 2017.

 

DICT also approved the request of NOCCI & LGU Amlan for DICT to provide free raw bandwidth of 3 Mbps (up and down) per “off – grid” school in Amlan, Neg.Or.

Upon their return from Taipei, Taiwan, NOCCI Officers immediately discussed the UBIQUITI wireless connectivity solution with DepED Secretary Leonor Briones, DepED Usec. Alain Pascua, National Privacy Commission (NPC) Commissioner Dondi Mapa, DICT Undersecretary Denis Villorente, DICT Free Public WiFi Project Manager Engr. Eric Toledo, DICT Visayas Cluster Head, Frederick Amores and NTC Top Officials

NOCCI is currently the country’s first and only “non – telco” private entity authorized by NTC to install a wireless broadband public infrastructure network under RA 10929

In order to ensure the legality of the country’s first “Off – Grid” internet PPP Project, NOCCI secured the approval of the National Telecommunications Commission (NTC).
