The Negros Oriental Philippine Rural Development Project (PRDP) Team, led by Negros Oriental Chamber of Commerce and Industry (NOCCI) Executive Director and PRDP Focal Person John Jalandoni, conducted a crucial public consultation in Sitio Nagbagang, Barangay Poblacion, Sta. Catalina. This consultation focused on engaging non-directly affected residents regarding the World Bank-funded 20-kilometer Farm-to-Market Road (FMR) project.
The initiative, part of the Social and Economic Safeguards mandated by the World Bank’s PRDP framework, ensures that communities are fully informed about the project’s potential impacts and benefits. Local endorsement is essential for securing the project’s smooth implementation.
Fostering Community Engagement
During the consultation, the PRDP team provided detailed information about the road’s route, design, and the anticipated economic and social improvements it would bring. Participants were encouraged to voice their concerns, suggestions, and expectations to foster transparency and inclusivity.
“The success of any project lies in the support and involvement of the community,” said Jalandoni. “This consultation ensures that residents, even those not directly affected, have a platform to be heard and to contribute to the project’s development.”
Residents from Sitio Nagbagang and neighboring areas actively participated, reflecting their interest in the project and its potential to improve access, connectivity, and agricultural productivity in Sta. Catalina.
Social and Economic Safeguards

A Game-Changer for Sta. Catalina
The proposed Farm-to-Market Road spans 20 kilometers and connects three barangays—Poblacion, San Jose, and Talalak. This infrastructure project is expected to transform the municipality’s rural landscape, improving transportation and access to markets for farmers and entrepreneurs.
For the residents of Sitio Nagbagang and nearby areas, the road is seen as a pathway to better opportunities.
“This project will make a huge difference for us,” shared a local farmer during the consultation. “Transporting our crops to the market will be faster and less costly.”
The FMR is part of the broader effort to modernize agricultural infrastructure in Negros Oriental, positioning the province as a key player in the country’s agri-economy.
NOCCI’s Role in Development
As a steadfast advocate for sustainable progress, NOCCI plays a pivotal role in facilitating community consultations, ensuring alignment with stakeholders, and bridging the gap between government agencies and local communities.
“NOCCI is proud to be at the forefront of initiatives that empower communities and boost economic development,” said Jalandoni. “This Farm-to-Market Road is a testament to what we can achieve through collaboration and shared purpose.”
The chamber’s involvement underscores its dedication to fostering partnerships that drive innovation and inclusivity in rural development projects.
Community Endorsement: A Key Milestone
One of the highlights of the consultation was the community’s positive reception of the project. Residents expressed their appreciation for being included in the decision-making process, with many voicing their eagerness to see the project come to fruition.
“This consultation proves that the government and NOCCI value our opinions,” said a barangay official. “We feel more involved and assured that this project is for our benefit.”
The formal endorsement by the community is a critical milestone, allowing the PRDP team to proceed with the next phases of the project, including finalizing the design and securing necessary permits.
Next Steps
Following the consultation, the PRDP team will consolidate feedback and incorporate it into the project’s plans. Soil sampling and technical studies have already been conducted to ensure the road’s feasibility and durability.
With continued support from NOCCI, the local government, and stakeholders, the Sta. Catalina Farm-to-Market Road is on track to begin construction in 2024.
