In a proactive response to the looming rice crisis and the broader imperative of ensuring food security in the Philippines, the Negros Oriental Chamber of Commerce and Industry (NOCCI) has taken a pivotal step forward. NOCCI initiated and proposed the Tamlang Valley Sustainable Agriculture for Growth and Resiliency (TVSAGR) Project, envisioning Negros Oriental as the “Food Basket” of Central Visayas. This ambitious project was presented by NOCCI President and Negros Oriental Private Sector Representative, Edward Du, during the Regional Development Council (RDC)-7 3rd Quarter Full Council Meeting held in Dumaguete City.
The TVSAGR Project, a testament to NOCCI’s commitment to national welfare, is strategically designed to enhance the productivity and resilience of the region’s agriculture sector. By promoting sustainable agriculture practices, the project aims not only to address the immediate challenges posed by the rice crisis but also to contribute to the long-term food security of the country.
In a significant milestone, the RDC-7 Full Council, recognizing the potential impact of the TVSAGR Project, unanimously approved its inclusion in the Central Visayas Regional Development Investment Program (CVRDIP) 2023-2028. This endorsement marks a crucial step towards securing the necessary support and resources for the successful implementation of the project.

During the same meeting, the newly-formed Tamlang Valley Management Council members officially assumed their roles, taking their oath of office before RDC-7 Chairman and Bohol Governor Erico Aristotle Aumentado. This council will play a pivotal role in overseeing the execution of the TVSAGR Project, ensuring its alignment with regional development goals and fostering collaboration among stakeholders.
NOCCI’s vision of making Negros Oriental the “Food Basket” of Central Visayas resonates with the broader call for sustainable and resilient agricultural practices. The approval of the TVSAGR Project reflects not only NOCCI’s commitment but also the recognition by regional authorities of the project’s potential to significantly contribute to agricultural development and food security.
As the TVSAGR Project moves forward, it holds the promise of transforming Negros Oriental into a model of agricultural resilience and sustainability. NOCCI’s strategic initiative, now backed by the formal endorsement of the RDC-7, sets the stage for a collaborative effort that aims to secure the future of agriculture in the region and contribute to the nation’s food security objectives.
