Collaborative efforts in Negros Oriental pave the way for future agricultural growth with strategic planning for essential farm-to-market roads

The Provincial Government of Negros Oriental through the Negros Oriental Investment Board and Center (NOIBC) and the Local Economic Development and Investment Promotions (LEDIP) Office, in collaboration with the Negros Oriental Chamber of Commerce and Industry (NOCCI) and the Negros Oriental Investment Promotions Center (NOIPC), conducted a two-day Project Management Planning Workshop for the Negros Oriental Philippine Rural Development Project (PRDP) Farm-to-Market Roads (FMRs) and Investment Promotions projects.

The two-day Project Management Planning Workshop was conducted to plot out the actionable steps to be undertaken by the PRDP Provincial Project Management and Implementation Unit (PPMIU) Negros Oriental to secure PRDP funding for the two (2) proposed FMR projects amounting to P1.2 billion. These two (2) proposed road projects were identified by the Provincial

Government through the PPMIU, so to link and provide access to the proposed flagship agri-industrial project of the province- the Tamlang Valley Sustainable Agriculture for Growth and Resiliency (TVSAGR) Project, which is poised to be the “food basket” in the Negros Island and the Visayas regions.

The activity was facilitated by NOCCI Executive Director and the province’s LEDIPO Designate and PRDP Focal Person, Mr. Juan Agustine Jalandoni. Present during the workshop were the heads of offices of the provincial government, spearheaded by Provincial Administrator and PPMIU Head, Atty. Arthur Fran Tolcidas, who, in lieu of Governor Manuel Sagarbarria, delivered a welcoming message to all the participants. Negros Oriental 3rd District Board Member and Sangguniang Panlalawigan Appropriations Committee Chair Kit Marc Adanza was also present and conveyed his full support for the said undertaking. NOCCI President Edward Du actively participated in the said workshop and also expressed his support for the initiative.

During the last day of the activity, NOCCI Executive Director Jalandoni commended all the participants and all the PPMIU members, for taking their time to actively partake in the planning workshop. In his Closing Remarks, Provincial Legal Officer and PPMIU Alternate Head, Atty. Bejar, also commended the team’s efforts in working and accomplishing their respective tasks at hand in order to realize the proposed PRDP road projects. He also expressed his full support for the PRDP PPMIU’s initiatives.

The Provincial Government of Negros Oriental, through the Negros Oriental Investment Board and Center (NOIBC) and the Local Economic Development and Investment Promotions (LEDIP) Office, recently spearheaded a significant two-day Project Management Planning Workshop. The workshop, conducted in collaboration with the Negros Oriental Chamber of Commerce and Industry (NOCCI) and the Negros Oriental Investment Promotions Center (NOIPC), focused on advancing the Negros Oriental Philippine Rural Development Project (PRDP) Farm-to-Market Roads (FMRs) and other investment promotions projects.

The primary goal of this workshop was to outline actionable steps for the Provincial Project Management and Implementation Unit (PPMIU) of Negros Oriental. The unit’s task is to secure PRDP funding for two proposed FMR projects, with a combined budget of P1.2 billion. These projects are designed to provide critical infrastructure that will link and support the province’s flagship agri-industrial initiative—the Tamlang Valley Sustainable Agriculture for Growth and Resiliency (TVSAGR) Project. The TVSAGR Project is anticipated to become a key “food basket” for both Negros Island and the wider Visayas region.

NOCCI Executive Director and LEDIPO Designate, Mr. Juan Agustine Jalandoni, who also serves as the PRDP Focal Person, facilitated the workshop. The event drew participation from various provincial government heads, with Provincial Administrator and PPMIU Head, Atty. Arthur Fran Tolcidas, delivering a welcome address on behalf of Governor Manuel Sagarbarria. The support from the provincial government was further emphasized by the presence of Negros Oriental 3rd District Board Member and Sangguniang Panlalawigan Appropriations Committee Chair, Kit Marc Adanza, who expressed his commitment to the project’s success.

NOCCI President Edward Du played an active role in the workshop, reinforcing the chamber’s dedication to fostering sustainable development in the region. His participation highlighted NOCCI’s continuous support for initiatives that promote economic growth and resilience, particularly in the agricultural sector.

As the workshop progressed, the participants engaged in detailed planning and discussions aimed at ensuring the successful implementation of the proposed PRDP road projects. The collective efforts and expertise of the team were commendable, as they worked diligently to address the challenges and opportunities associated with the projects.

NOCCI Executive Director Jalandoni praised the participants and PPMIU members for their active involvement and dedication to the workshop’s objectives. Provincial Legal Officer and PPMIU Alternate Head, Atty. Bejar, also lauded the team’s efforts. In his closing remarks, he emphasized the importance of collaboration and commitment in realizing the proposed PRDP road projects, which are vital to the province’s agricultural development goals.

This workshop is a testament to the strong partnership between the provincial government, NOCCI, and other key stakeholders in promoting economic development in Negros Oriental. The successful implementation of the planned FMR projects will undoubtedly contribute to the region’s long-term sustainability and growth, particularly in the agricultural sector, which remains a cornerstone of the local economy.
