The Negros Oriental Chamber of Commerce and Industry (NOCCI) recently took part in a landmark step for local business regulation: the first Electronic Business One Stop Shop dry run in Dumaguete City. This pilot activity, led by Mayor Chikiting Sagarbarria and the City Government of Dumaguete, offered selected taxpayers an early look at a fully digital business permit process. For local enterprises, the EBOSS initiative signals faster approvals, fewer manual steps, and greater transparency in dealing with government offices.

What the EBOSS Dry Run in Dumaguete Was About

The dry run was designed to simulate how the new electronic business permitting system will work once fully implemented. It was conducted exclusively for Dumaguete City’s Top 20 corporate and individual taxpayers, ensuring that high-volume, compliance-focused businesses could test the system under realistic conditions.

EBOSS integrates multiple city departments into a single digital workflow. Instead of visiting several offices, applicants submit requirements, track approvals, and receive updates through one centralized platform. During the dry run, participants were able to experience how business permit applications, renewals, and assessments will eventually be handled online.

Why NOCCI’s Participation Matters

NOCCI’s involvement ensured that the private sector had a direct voice during this early stage. As the province’s leading business organization, NOCCI represents a wide range of enterprises, from SMEs to large corporations. By participating in the EBOSS pilot, its officers and members were able to observe system strengths, identify potential bottlenecks, and provide practical feedback based on real-world business needs.

This collaboration between the local government and the business community reflects a shared goal: making Dumaguete City more competitive, investor-friendly, and compliant with national ease-of-doing-business standards.

Key Benefits of the Digital Business Permit Process

The move toward EBOSS brings several immediate and long-term advantages for both businesses and the city government.

Faster Processing and Reduced Queues

Digital submission reduces face-to-face transactions and repetitive document handling. Businesses can complete applications without multiple office visits, while city staff can process permits more efficiently.

Transparency and Tracking

One of the most important features demonstrated during the EBOSS dry run was real-time tracking. Applicants can see where their permit is in the process, which office is handling it, and what requirements remain pending. This minimizes uncertainty and follow-up visits.

 Consistency and Compliance

By standardizing workflows, EBOSS helps ensure that all applicants follow the same requirements and timelines. This supports fair treatment and aligns local procedures with national regulations on business registration and permitting.

What Businesses in Dumaguete Should Expect Next

Although the dry run was limited to selected taxpayers, it provides a clear preview of what wider implementation will look like. Once fully rolled out, EBOSS is expected to cover most, if not all, business permit transactions in Dumaguete City.

For local entrepreneurs and investors, this means preparing for a more digital-first interaction with the city government. Basic readiness includes keeping digital copies of permits and registrations, ensuring accurate online records, and staying informed about official announcements from the city and NOCCI.

The Role of Feedback in System Improvement

Insights gathered from NOCCI members and other participants will be used to refine the platform before public launch. Issues related to usability, processing time, and inter-department coordination are typically addressed during this phase. The success of EBOSS depends not only on technology, but also on how well it reflects actual business workflows.

Broader Impact on the Local Business Environment

The introduction of EBOSS places Dumaguete City among progressive local governments embracing digital governance. Over time, this can improve the city’s reputation as a business-friendly destination, encourage formalization of enterprises, and attract new investments to Negros Oriental.

For NOCCI, participation in initiatives like this reinforces its role as a bridge between government and the private sector. It ensures that policy reforms are grounded in practical experience and aligned with the needs of the local economy.

The EBOSS dry run marks an important milestone for Dumaguete City and the Negros Oriental business community. By involving NOCCI and top taxpayers early, the city government demonstrated a commitment to collaboration, efficiency, and transparency. As the system moves closer to full implementation, businesses can expect a more streamlined, predictable, and modern approach to securing permits—an essential step toward sustainable local economic growth.
