DENR and NOCCI Strengthen Partnership for Tamlang Valley Sustainability

A strategic collaboration between government and the private sector took a significant step forward as officials from the Department of Environment and Natural Resources–Negros Island Region (DENR-NIR) and leaders of the Negros Oriental Chamber of Commerce and Industry (NOCCI) convened for a full-day planning session focused on the Tamlang Valley Sustainable Agriculture and Resiliency initiative. The meeting underscored a shared commitment to environmental protection, inclusive economic growth, and long-term climate resilience through the TV-SAGAR framework.

Led by DENR-NIR Assistant Regional Director Viernov Grifalde and Provincial Environment and Natural Resources Officer Richard Fabre, the discussion brought together key stakeholders to refine strategies that align ecological conservation with community-based livelihoods in Negros Oriental.

Advancing the TV-SAGAR Planning Framework

A Whole-of-Sector Approach to Sustainability

The core of the meeting centered on advancing the planning framework of TV-SAGAR, a flagship initiative designed to balance sustainable agriculture, watershed protection, and disaster resiliency in the Tamlang Valley area. Participants emphasized the importance of cross-sector collaboration, ensuring that government agencies, local communities, and the business sector work in synergy rather than in silos.

DENR officials presented priority areas where technical support, environmental safeguards, and regulatory guidance could directly enhance agricultural productivity while preserving critical ecosystems. These interventions are vital in making TV-SAGAR a long-term, scalable model for sustainable rural development in Negros Island.

Role of Policy and Legislative Support

Also present at the session were District 3 Congressional Chief of Staff Ronald Rojas and Third Congressional District Representative Janice Degamo. Their participation highlighted the importance of policy alignment and legislative backing to support the objectives of TV-SAGAR, particularly in terms of funding access, land-use planning, and climate adaptation measures.

This legislative engagement ensures that initiatives under TV-SAGAR are not only technically sound but also institutionally supported, enabling continuity beyond project timelines.

Strengthening Environmental Protection and Agricultural Productivity

Integrating Conservation with Farming Communities

One of the key outcomes of the discussion was the identification of collaborative interventions that link environmental protection directly with farmer livelihoods. Through TV-SAGAR, DENR and NOCCI aim to promote sustainable farming techniques, soil and water conservation, and climate-smart agriculture practices that reduce vulnerability to extreme weather events.

By embedding conservation principles into day-to-day agricultural activities, TV-SAGAR positions farmers as frontline stewards of the environment rather than passive beneficiaries of policy.

Building Long-Term Resiliency in Tamlang Valley

Climate resilience was a recurring theme throughout the session. Stakeholders recognized that protecting forest cover, watersheds, and biodiversity in the Tamlang Valley is inseparable from ensuring food security and income stability. The TV-SAGAR initiative seeks to address these interconnected challenges through integrated planning that accounts for environmental risks, economic needs, and social equity.

NOCCI’s Save Mt. Talinis Advocacy and OTOP Success

Sustaining Conservation Through Local Enterprise

During the meeting, NOCCI expressed its appreciation to DENR-NIR and partner agencies for their continued support of the Chamber’s Save Mt. Talinis Advocacy Program. This long-running initiative complements TV-SAGAR by focusing on conservation awareness, community engagement, and sustainable livelihood development around the Mt. Talinis natural landscape.

A highlight of the discussion was the endorsement of NOCCI’s Mt. Talinis Dark Chocolate under the One Town, One Product (OTOP) initiative. This recognition demonstrates how value-added local products can serve as economic incentives for conservation, reinforcing the principles promoted under TV-SAGAR.

Community-Based Livelihoods as a Sustainability Driver

The OTOP endorsement not only boosts local enterprises but also reinforces the idea that sustainability and profitability can coexist. By linking market opportunities to responsible resource management, TV-SAGAR helps create a virtuous cycle where environmental protection directly supports community income and regional branding.

A Model for Collaborative Regional Development

The strategic brainstorming session between DENR-NIR and NOCCI reflects a growing recognition that sustainable development requires sustained collaboration. The TV-SAGAR initiative stands out as a model that integrates environmental governance, private sector engagement, and community participation into a single, coherent framework.

As planning moves forward, the strengthened partnership is expected to translate into concrete programs that enhance resilience, protect natural resources, and improve quality of life across the Tamlang Valley.

TV-SAGAR from Vision to Action

The alignment between DENR-NIR, NOCCI, and key government partners marks a critical milestone for TV-SAGAR. With a clearer planning framework, committed stakeholders, and strong policy support, the initiative is well-positioned to deliver measurable environmental and socio-economic benefits.

As implementation progresses, TV-SAGAR has the potential to become a benchmark for sustainable agriculture and resiliency planning—not only in Negros Oriental, but across similar regions seeking balanced, inclusive, and climate-resilient development.
