The Negros Oriental Chamber of Commerce and Industry (NOCCI) continues to play a pivotal role in shaping a more efficient and competitive local business environment as it actively participated in Dumaguete City’s first Ease of Doing Business dialogue. Hosted by Assistant City Administrator Dr. Dinno Depositarío, the landmark discussion brought together business leaders and government agencies to address long-standing challenges in business procedures, compliance, and inter-agency coordination. This EODB initiative reflects a growing recognition that streamlined governance is essential for sustained economic growth and investor confidence.

The concept of EODB goes beyond reducing paperwork or shortening processing time. It directly affects how quickly enterprises can start, expand, and sustain operations. Efficient processes lower compliance costs, reduce uncertainty, and encourage both local and external investors to do business in the city. Dumaguete City’s Competitive Position

As a growing urban and academic hub in Negros Oriental, Dumaguete City attracts entrepreneurs across sectors such as tourism, services, retail, and technology. Through this EODB dialogue, the city acknowledged the need to modernize workflows and enhance coordination among offices that directly interact with the business community.

Participation of NOCCI and Top Taxpayers

The dialogue gathered NOCCI’s Board of Trustees and officers alongside the Chamber’s Top 20 corporate and individual taxpayers. Their presence ensured that discussions were grounded in real business experiences, offering valuable insights into bottlenecks encountered during registration, permitting, and renewal processes. NOCCI’s leadership emphasized that consistent engagement is key to meaningful EODB reforms.

Multi-Agency Government Representation

Several key government offices participated, including the Negros Oriental Hotel and Restaurant Association (NOHRRA), Office of the Building Official (OBO), Bureau of Fire Protection (BFP), Department of Trade and Industry (DTI), Department of Information and Communications Technology (DICT), Department of the Interior and Local Government (DILG), City Health Office, PhilHealth, and the City Treasurer’s Office. This multi-agency approach reinforced the idea that EODB improvements require collective responsibility rather than isolated reforms.

Identifying Challenges in Business Procedures

Process Gaps and Overlapping Requirements

One of the primary objectives of the EODB dialogue was to surface pain points in existing procedures. Business owners highlighted overlapping requirements, inconsistent interpretations of regulations, and delays caused by manual processing. These issues not only slow down transactions but also create confusion, especially for new entrepreneurs navigating compliance for the first time.

Communication and Coordination Issues

Another recurring concern was the need for clearer communication between agencies. While individual offices may operate efficiently, lack of coordination often leads to redundant steps. Addressing these gaps is central to achieving a more cohesive EODB framework that benefits both regulators and businesses.

The inclusion of DICT in the dialogue underscored the importance of digital solutions in improving EODB. The City Government of Dumaguete earned commendation from NOCCI for initiating the EODB dialogue. Hosting an open forum signals a willingness to listen, adapt, and collaborate. Dr. Dinno Depositarío’s leadership set a constructive tone, encouraging honest discussion and solution-oriented engagement.
