The Negros Oriental Chamber of Commerce and Industry (NOCCI) initiated a special organizational meeting with the Negros Island Truckers Association (NITA) held at Bai Café, Dumaguete City. The said initiative of NOCCI aims to help solve the worsening problem of illegal parking of big cargo trucks and truck trailers along the Sibulan Diversion Road and Looc – Dumaguete By-Pass Road.

During the said meeting, NOCCI President Edward Du presented NOCCI’s Proposed Towing Ordinance that prescribes regulations for the towing and impounding of illegally parked and stalled vehicles, requires accreditation of tow truck operators, designation of parking/impounding area/s for this purpose and provides towing and impounding fees and penalties for violations of the said proposed ordinance.NOCCI also facilitated the election of the NITA officers and Board of Directors. NOCCI President Du thanked the newly-elected NITA Officers as well as the LGU-Sibulan for supporting NOCCI’s pioneering and gamechanging towing ordinance.

NOCCI Proposes Towing Ordinance in Partnership with Negros Island Truckers Association

The Negros Oriental Chamber of Commerce and Industry (NOCCI) recently spearheaded an important initiative aimed at addressing the growing issue of illegal parking by large cargo trucks and trailers along major roads in Negros Oriental. NOCCI President Edward Du led the special organizational meeting with the Negros Island Truckers Association (NITA) at Bai Café, Dumaguete City, where a groundbreaking solution to the traffic problem was discussed—the introduction of NOCCI’s Proposed Towing Ordinance.

The meeting, attended by various stakeholders, including local government officials and representatives from the truckers’ association, focused on creating long-term solutions to ensure road safety and decongest vital routes. Illegal parking, particularly along the Sibulan Diversion Road and the Looc-Dumaguete By-Pass Road, has been causing disruptions to traffic flow, safety concerns, and inconvenience for local motorists.

Collaborating with NITA for Effective Implementation

The participation of the Negros Island Truckers Association (NITA) was crucial to ensuring the successful adoption and implementation of the towing ordinance. During the meeting, NITA’s members acknowledged the need for a comprehensive solution to the illegal parking issue that impacts their own operations and the broader logistics industry in Negros Oriental.

NOCCI facilitated the election of NITA’s officers and Board of Directors, demonstrating the chamber’s commitment to empowering the trucking community to take an active role in the development and enforcement of traffic regulations. President Du expressed his gratitude to the newly-elected NITA officers for their support of the ordinance and for their willingness to work with NOCCI and local government units in ensuring its smooth implementation.

“We are pleased to have the full backing of the Negros Island Truckers Association. Their participation is essential to the success of this ordinance. The trucking industry is a vital part of Negros Oriental’s economy, and by collaborating with them, we ensure that the regulations we put in place are fair, effective, and beneficial for all parties involved,” Du said.

Support from LGU-Sibulan

The meeting also saw strong support from the Local Government Unit of Sibulan, which is particularly affected by the illegal parking of trucks along the Sibulan Diversion Road. The LGU has expressed its commitment to working closely with NOCCI and NITA to address the issue. Sibulan officials recognize the importance of clearing the roads for the safe and efficient movement of people and goods, and they welcome the proposed towing ordinance as a step in the right direction.

Moving Forward: A Collaborative Approach to Road Safety

The next steps include a series of consultations with other stakeholders and the finalization of the towing ordinance for submission to local government units for approval. NOCCI, together with NITA and the LGU-Sibulan, plans to conduct a public awareness campaign to inform the public and the transport sector about the new regulations, once implemented.

NOCCI’s Executive Director John Jalandoni reiterated the chamber’s commitment to supporting infrastructure and policy initiatives that contribute to the overall economic growth of Negros Oriental. “This towing ordinance is a great example of how NOCCI is working with both private and public sectors to address real issues that impact the local business community and the public at large. We will continue to champion initiatives that make Negros Oriental a safer and more business-friendly province,” Jalandoni stated.

NOCCI, NITA, and LGU-Sibulan marks a significant milestone in addressing the critical issue of illegal parking in Negros Oriental. By proposing this innovative towing ordinance, NOCCI is taking proactive steps toward ensuring road safety and efficient traffic management, while also strengthening relationships between the business community, government, and other stakeholders. With the support of all parties, the ordinance is poised to make a lasting impact on the province’s transportation and logistics infrastructure.
